Are robotaxis finally coming to Europe? What the Lucid–Bolt 25,000-car deal means

The agreement is a large deployment plan for Level 4 vehicles, but service will still be limited to approved places and operating conditions.

Lucid and Bolt announced September 17 that Bolt will own and operate 25,000 autonomous Lucid vehicles across major European cities. The fleet will use Lucid’s upcoming Midsize platform and Nvidia’s Hyperion autonomy architecture. For a rider, SAE Level 4 means the vehicle can handle the entire trip without a human driver—but only inside approved operating areas and conditions.

Outside that boundary, the service does not simply become a go-anywhere self-driving car; it must decline, stop safely, or use another defined fallback. Bolt says it aims for 100,000 autonomous vehicles by 2035. Europe is already moving: Uber, Verne, and Pony.ai launched rides in Zagreb in August, while Waymo is testing in Munich for a planned late-2027 German launch.

Lucid separately has a US agreement with Uber and Nuro for more than 35,000 vehicles. The deal is a deployment plan; city permits, safety validation, charging, maintenance, and real ride availability will determine its impact.
